The European Commission says the AI Act rules for providers of general-purpose AI models apply from 2 August 2025 and include transparency and copyright-related rules.
The Commission says providers of general-purpose AI models that may carry systemic risks should assess and mitigate those risks under the AI Act.
The Commission published guidelines on 18 July 2025 that focus on the scope of obligations for providers of general-purpose AI models in light of their entry into application on 2 August 2025.
The Commission says the guidelines are available in all 24 EU official languages and that the same library page includes the Communication approving the content of the guidelines in English.
The European AI Office facilitated the General-Purpose AI Code of Practice, and the Commission describes the code as a voluntary tool prepared by independent experts to help industry comply with the AI Act’s general-purpose AI rules.
The Commission’s Code of Practice page says the Commission received the final version of the code on 10 July 2025 and that the Commission and AI Board approved the code via adequacy decisions on 1 August 2025.
The Commission’s AI Act overview says the AI Office holds enforcement powers over general-purpose AI models, including the power to request technical documentation, evaluate models, require corrective measures and issue fines for non-compliance.
